In a new report, commissioned by the Users TCP and 4E TCP EDNA Platform, the Austrian Institute of Technology conclude that unlocking flexibility is primarily a societal and institutional challenge, rather than a purely technical one. Technical readiness is already high, but behavioural factors significantly limit practical deployment. The team at AIT introduce a high-level, generic model linking technical, economic, behavioural and policy factors and apply it to the case of Austria, focusing on heat pumps and EVs as representative examples of technologies with significant technical potential.
